From the First Idea to Today

Burton Clark’s Case Studies of Entrepreneurial Universities

In 1996, Burton R. Clark published “Case Studies of Innovative Universities – A Progress Report”, in: Tertiary Education and Management.

Some of the universities mentioned as case studies met at the University of Twente in September 1996 for a two-day meeting, at the end of which the ECIU network was initiated to address new challenges in higher education.

Foundation of ECIU

The charter of the ECIU was signed in November1997 at the Technical University of Dortmund. The idea was to form a network withno more than 10 members. Primary interests of the ECIU network at thetime of its foundation were – and are still relevant today:

  1. regional development, technology transfer
  2. master courses, joint study programmes
  3. research cooperation
  4. raise the number of students
  5. student and staff exchange
  6. continuing and vocational Education
Opening ECIU Brussels Office

ECIU opened its representation in Brussels to lobby for joint goals in the European Research Area, European Higher Education Area and Regional policies. ECIU offers a unique view in Brussels as a network of like-minded, innovative universities.

Since 2017, the ECIU Office in Brussels is an important stakeholder in Brussels for the Commission and other stakeholder organizations. It has participated in the (policy) debate, coordinates ECIU responses to consultations and has made the ECIU partners visible in Brussels.

Launch of ECIU University

All ECIU partners together submitted its concept of a pan-European ECIU University to the Erasmus+ pilot call European University Alliances.

The ECIU University was selected as one of the 17 pilot European University Alliances and was launched in November 2019 in Barcelona in a big community event. ECIU University is the biggest alliance in the Erasmus+ pilot call.

Vision 2030 and Research Strategy on Smart Regions

In October 2020, the ECIU Board approved the ECIU University Vision 2030, positioning ECIU University as a testing ground for bold experimentation. ECIU views the European Universities Initiative as a long-term commitment requiring fundamental, systemic change—not simply a project.

In 2020, ECIU also launched its joint research strategy on smart regions, focusing on four themes: energy and sustainability; circular economy; transport and mobility; and resilient communities. This led to the Challenge-Based Research (CBR) approach to increase academic research impact.

Launch Strategic European Project Office

In 2022, the Strategic European Project Office (SEPO) was established to ensure that EU funding opportunities will be sought for effectively. In practice, SEPO scouts and presents opportunities within external funding for the ECIU and supports the writing process through institutional grants offices.

SEPO creates a community of experts, consisting of experts in R&I and in Educational Cooperation Policy and Programmes, led by the ECIU Funding Advisor.

Coordination of FOREU4ALL of all European Alliances and Education Strategy

In October 2020, the ECIU Board approved the ECIU University Vision 2030, positioning ECIU University as a testing ground for bold experimentation. ECIU views the European Universities Initiative as a long-term commitment requiring fundamental, systemic change—not simply a project.
